Dr. LIM has more than 10 years’ experiences in teaching at various national and international universities in the region in the field of Labour Law and Corporate Management.
Dr. LIM has worked for an International Tribunal Court of Justice for former Khmer Rouge leaders (ECCC) for more than 9 years, where he actively participated in staff recruiting and human resource management policy design.
He conducted day-to-day management of national and international interns and is well experienced in personnel’s performance assessment, capacity need assessment, defining ToR and functions analysis.
He provided advice and opinion over the international criminal court of justice’s HR rule and policy to secure legal compliance.
Dr. LIM is also the Legal Team Leader in the ECCC, a position that enables him to lead a special legal task force to support judges in drafting various Court decisions ranging from court order, judgment to procedure development.
He holds a PhD and LLM in Labour Law and Corporate Advice from University Lumière Lyon 2, France.
He had double bachelor degrees: Cambodian Public Law from RULE and Private Law from University Lumière Lyon 2, France.
Dr. LIM speaks fluently French, English, and Khmer.
